Background
In June 2005 the Presidents of Moldova and Ukraine sent a joint letter to the EU requesting assistance for enhanced border management capacities, including the development of an international standard of border and customs control at the Moldova/Ukraine state border. The EU responded positively to this request and an EU Border Assistance Mission to Moldova and Ukraine was set-up which is based on a Memorandum of Understanding dated 7 October 2005 and signed between the European Commission, the Republic of Moldova and Ukraine. UNDP is the European Commission’s implementing partner in this endeavour. The initial duration of the EUBAM was 2 years until November 2007. Its mandate has been extended for further 2 years until end of November 2009.
Under the overall guidance and supervision of the Head of Security Unit or Security Officer, the Local Security Assistant assists in the implementation of security operations and all matters relating to the management of safety and security for EUBAM personnel in the country or in the region of assignment.
Description of responsibilities
• To support the Security Unit in establishing Security and Safety policies and procedures in all aspects related to security and safety, that are identified as Mission needs;
• To provide general administrative support to the Security Unit;
• To liaise and coordinate, as appropriate, with the local government security organizations and/or personnel, including national and local provincial authorities, police officers, as well as non-governmental organizations and other non-State actors in the area of operations;
• To assist in routine investigations or security assessments to ensure the safety of the HQ and FO personnel and all the EUBAM assets, to prevent or remove potential security problems, that may occur;
• To assist in all aspects of assets security and visitors control, supervise Security Guards and Receptionist;
• To assist in maintaining the Security Plan, including updating personnel list, help in preparation and review of the EUBAM Security Plan and supports action during its implementation;
• To assist in reporting security accidents affecting EUBAM personnel, offices and assets and contribute to preparation of security reports;
• To assist in the planning and establishment of fire safety procedures; prepare building site plans; prepare building evacuation plans and conduct evacuation drills;
• To contribute to preparation of training materials and handouts; assist in conducting security and safety related trainings, as required;
• To maintain routine and confidential correspondence files/documents;
• To maintain a database on contact details in relation to host country security authorities;
• To administer a pass and ID system;
• Perform other duties as required.

• Ability to work under pressure or in crisis situations. Availability to travel within the area of responsibility;

• Proven and sustained communication (verbal and written) skills.
Qualifications
• Secondary education, university degree will be an asset but not required;
• 5-7 years experience in security, preferably in the military or police context or related field of work. Prior experience with the UN system or an international NGO is desirable;
• Fluency in English and Russian languages is required;
• Experience in diplomatic security, protection and intelligence considered an asset;
• Knowledge of HF and VHF radio operation;
• Advance knowledge of office software (MS Word/Excel/Outlook/Internet Explorer);
• Valid driver's license of category B;
• Ability to travel.
