4. Background
In June 2005 the Presidents of Moldova and Ukraine sent a joint letter to the EU requesting assistance for enhanced border management capacities, including the development of an international standard of border and customs control at the Moldova/Ukraine state border. The EU responded positively to this request and an EU Border Assistance Mission to Moldova and Ukraine was set-up which is based on a Memorandum of Understanding dated 7 October 2005 and signed between the European Commission, the Republic of Moldova and Ukraine. UNDP is the European Commission’s implementing partner in this endeavour. The initial duration of the EUBAM was 2 years until November 2007. Its mandate has been extended for further 2 years until end of November 2009.
EUBAM requires the services of a Website Developer to design, develop, implement, manage and maintain a dynamic website to support its activities. The incumbent will work under direct guidance of the Reporting and Communications Officer and IT Officer.
5. Duties and responsibilities:
The tasks to be performed by the Web Developer include:
• Establish and maintain the website by updating content, refining features and demonstrating innovativeness;
• Producing a design that will be attractive and efficient, has a logical navigation system and has all the features required;
• Writing web pages in a combination of codes, such as HTML and XHTML, CSS, Javascript, Actionscript, ColdFusion, .Net, Flash, or using code-generating programs, such as Dreamweaver and Visual Studio;
• Ensuring that material on the web site is accessible to all groups including those with limited quality of Internet access;
• Testing the site for functionality in different browsers and at different resolutions;
• Collect relevant web statistics on number of visits, location of visitors and pages visited;
• Fixing errors.
6. Basic requirements for the incumbent:
• Industry-approved certification in web technology, web design, web administration or
web management;
• At least 3-5 years hands-on experience in web design and managing a large website;
• Knowledge of English is an asset;
• Demonstrable technical proficiency on emerging Internet trends, technology, and tools;
• Ability to produce a highly impressive, creative web design in a timely manner, as evidenced by a portfolio of sites developed;
• Proficiency with DreamWeaver MX Suite, Adobe Photoshop, CSS-P, CSS 2.0, Coldfusion, PHP and Flash MX;
• Proficiency in the use of web protocols including HTTP, HTTPS, WSFTP, SSL, SOCS, FTP ;
• Proficiency with relational database technologies, including Oracle, CGI PERLE, SQL Server and Microsoft Access;
• Working knowledge of security concepts and technologies.
7. Duration and conditions of service
• It is estimated that the services will be provided over a period of 1 March 2009 - 30 November 2009. An estimated time per week/month will depend on needs to update the web site/ad hoc events;
• The payment will be done on base of services provided;
• The Service Provider will be expected to utilise his/her own facilities wherever possible in the development and maintenance activities;
• The Service Provider will report to the Reporting and Communications Officer and IT Officer and will attend meetings or contacted by telephone as required to obtain content and be advised of new developments.
