Background
In June 2005 the Presidents of Moldova and Ukraine sent a joint letter to the EU requesting assistance for enhanced border management capacities, including the development of an international standard of border and customs control at the Moldova/Ukraine state border. The EU responded positively to this request and an EU Border Assistance Mission to Moldova and Ukraine was set-up which is based on a Memorandum of Understanding dated 7 October 2005 and signed between the European Commission, the Republic of Moldova and Ukraine. UNDP is the European Commission’s implementing partner in this endeavour. The initial duration of the EUBAM was 2 years until November 2007. Its mandate has been extended for further 2 years until end of November 2009.
Under the guidance and supervision of the Administrative Specialist, the HR Assistant provides human resources services ensuring high quality, accuracy and consistency of work. The HR Assistant promotes a client-oriented and consistent with rules and regulations approach within the office.
Duties and responsibilities:
• Ensures full compliance of records and reports with UNDP policies, procedures and strategies;
• Implements recruitment processes including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels.
• Creates and updates staff and telephone lists; ensures that the mission staffing tables are accurate and up to date;
• Maintains attendance records ensuring their accuracy and timely update;
• Sets up vendors in the Atlas;
• Enters regular Purchase Orders or Recurring Purchase Orders for salaries and Monthly Living Allowances in the Atlas;
• Provides the mission personnel with information on travel including travel route and hotel arrangement.
• Processes travel authorization in line with travel entitlements for personnel, consultants and visitors, ensuring that the travel arrangement follow the UN rules of most direct route and most competitive prices;
• Process visas for the mission members;
• Is in charge of registration and further diplomatic accreditation of the mission members with the Ministry of Foreign Affairs.
• Processing of application and renewal of accreditations for the mission members;
• Arranges for airport pick-up of high-level officials and support to expediting of customs and immigration procedures, if required
• Prepares of routine correspondence, faxes, memoranda and reports in accordance with Mission’s SOP.
• Extracts, inputs, copies and files data from various sources.
• Maintains proper filing system for HR records and documents.
• Performs other functions/tasks when required.

Qualifications
• University degree in HR, business or public administration would be desirable;
• 3-5 years of progressive experience in the field of human resources, preferably in international environment;
• Advanced information analysis skills, good drafting skills;
• Excellent fluency (both oral and written) in the English, Ukrainian and Russian languages complemented with working experience in interpretation/translation;
• Proficient user of computers and office software packages (MS Word, Excel, etc);
• Experience in handling web-based management systems.
