Background
In June 2005 the Presidents of Moldova and Ukraine sent a joint letter to the EU requesting assistance for enhanced border management capacities, including the development of an international standard of border and customs control at the Moldova/Ukraine state border. The EU responded positively to this request and an EU Border Assistance Mission to Moldova and Ukraine was set-up which is based on a Memorandum of Understanding dated 7 October 2005 and signed between the European Commission, the Republic of Moldova and Ukraine. UNDP is the European Commission’s implementing partner in this endeavour. The initial duration of the EUBAM was 2 years until November 2007. Its mandate has been extended for further 2 years until end of November 2009.
Under direct supervision of the IT Officer the IT Expert will provide ICT services, implement ICT management systems and strategies, provide daily technical support to users of information management tools and technology infrastructure. IT Expert will promote a client-oriented approach and work in close collaboration with another IT Expert responsible for the Moldovan side of the project for resolving complex ICT-related issues.
Description of responsibilities
• Provide day to day administration, operation and maintenance of the office network, servers, as well as computers, including hardware and software;
• Ensure and maintain full operational status of the office server, mail host, and computer equipment;
• Maintain uninterrupted 24 hours Internet connection and electronic mail;
• Maintain and update the inventory list of the computer equipment, monitoring the physical existence of the office hardware;
• Study the office computer equipment requirements and work out recommendations on improvement of the IT-situation in the office and their implementation;
• Provide consultation and technical assistance to computer users and project staff;
• Maintain contacts with the UNDP Office in Ukraine on IT related issues;
• Prepare and submit periodic reports related to the IT;
• Introduce and implement new information technologies in the office with full observance of the UNDP corporate policies on IT, including software;
• Install, configure the LAN equipment and software to full operational capacity;
• Prepare and implement all the necessary hardware/software configurations for full operation as a top-level LAN including workstations, file servers etc.;
• Provide assistance to the project staff in preparation of reports, presentations and web-site up-date;
• Train and support project staff in a variety of tasks that require the use of computers (presentations, reports, graphics, electronic mail etc.);
• Maintain computer and telephone systems, provide monthly reporting on long-distance calls to administration;
• Periodically upgrade all software resources, including mail software;
• Provide technical support to the project staff, including change of cartridges and service of the printers;
• Check for computer viruses and ensure regular upgrades of the anti-virus software;
• Record and file all information related to the project’s soft and hardware;
• Assist in arranging video-conferences and conference calls;
• Perform other functions/tasks when required.

• Good knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and viral protection systems, knowledge of web design, knowledge of Microsoft Windows network administration, ERP;
• Ability to provide input to business processes re-engineering, elaboration and implementation of new systems;
• Focus on result for the client and responds positively to feedback;
• Energetic and a positive, constructive attitude toward work;
• Ability to work under continuous pressure and meet deadlines;
• Strong organizational and time management skills.
Qualifications
• University degree in Computer Sciences;
• Cisco Certified Network Administrator (CCNA) and Microsoft Certified Professional (MCP) required. If certification is not available at the time of recruitment, it should be obtained within 6 months;
• 5 to 6 years of relevant working experience, including network administration, management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications;
• Experience in software development projects; operating mail server;
• Experience in providing user support;
• Proven knowledge of modern Internet technologies such as HTML, XML, CSS, HTTP, HTTPS, PHP;
• Fluency in English and Russian languages.
Specific technical requirements:
• Hardware: Cisco Routers, network devices, personal computers (x86 based), peripherals, server computers, backup systems;
• Operational Systems: Linux, Novell Netware 5.0, (NDS, NDPS), Windows Server Edition, Windows desktop operational systems;
• Programming: PHP, SQL.
